एक क्रूर राजा अपनी प्रजा पर बहुत अत्याचार करता था| इसीलिए प्रजा हमेशा उसका अहित चाहती थी| प्रजा को लगता है कि राजा या तो मर जाये या फिर उससे उसका राज्य छिन जाये|
