सम्राट अजातशत्रु ने सुचारु रूप से राज्य संचालन के कुछ नियम बना रखे थे, जिनका पालन सभी के लिए अनिवार्य था। उल्लंघन की दशा में दंड का प्रावधान भी था। सम्राट स्वयं भी इन नियमों का यथाविधि पालन करते थे। इससे उनके राज्य की व्यवस्था पूर्णत: सुगठित थी।
