‘Bhishma said, One day the chief of the celestials assuming a form ofcelestial beauty, came to the retreat of the Rishi, thinking that theopportunity he had been expecting had at last come.
संतरी ने सम्राट के लिए भी राजगृह का द्वार नहीं खोल
सम्राट अजातशत्रु ने सुचारु रूप से राज्य संचालन के कुछ नियम बना रखे थे, जिनका पालन सभी के लिए अनिवार्य था। उल्लंघन की दशा में दंड का प्रावधान भी था। सम्राट स्वयं भी इन नियमों का यथाविधि पालन करते थे। इससे उनके राज्य की व्यवस्था पूर्णत: सुगठित थी।
